Jin Air (LJ, Jeju) majority shareholder Korean Air (KE, Seoul Incheon) is planning for its newly integrated low-cost carrier to have a base at Busan, a document obtained by Korean lawmakers reveals, according to a report by local outlet The Financial News.

The document entitled “Plan to Establish Busan as a Second Hub for the Integrated LCC (Low-Cost Carrier)”, which originated from Korean Air, foresees that the number of international routes from Busan will grow from 28 to 33, while the number of weekly flights is set to rise from 281 to 339.

The exact number of aircraft to be based in Busan is yet to be determined, but the plan calls for an increase. According to the document, five Jin Air and sixteen Air Busan aircraft are currently based at the airport.

The three-way LCC merger, set to be finalised in March 2027, will see Jin Air absorb Air Busan and Air Seoul. Local politicians and civil groups have expressed worries over Air Busan’s integration into Jin Air, including calls for the new airline to be based in Busan.
