The governments of Russian federal unit Kamchatka Krai and China's Heilongjiang province have agreed to launch a bilaterally subsidised route between Petropavlovsk Yelizovo and Harbin. The joint subsidy was first agreed upon at an intergovernmental commission between the two countries in May 2026, and formalised on August 10. The flights will be operated by IrAero (IO, Irkutsk International) 1x weekly, pending adjustment based on demand, beginning on October 24, 2026. The route will become Petropavlosk's only international connection.
