The Cabo Verde government will continue discussions with Swiss startup Moov Airways over a potential strategic partnership with state-owned Cabo Verde Airlines following what it described as a positive initial meeting, with officials planning a visit to Switzerland to advance negotiations.

Prime Minister Francisco Carvalho and Minister of Transport João do Carmo met representatives of the Lugano-based company on August 11, 2026, after Moov had expressed interest in the country's civil aviation sector, particularly in state-owned Cabo Verde Airlines, the government said in a statement.

Moov had outlined a phased, long-term strategy centred on stabilising the airline as the first step in developing its Atlantic Gateway project, an intercontinental network linking Europe, Africa, and South America.

Moov targets Cabo Verde for eVTOL

This comes after Moov recently signed a letter of intent (LOI) with Eve Air Mobility to acquire 30 electric vertical take-off and landing (eVTOL) aircraft to enhance regional mobility and tourism prospects in Cabo Verde and Europe. Moov and Eve are targeting São Vicente, Santo Antão, Sal Amilcar Cabral International, Praia, and Boa Vista Rabil International.

The minister said the government would continue evaluating Moov as a potential strategic partner while safeguarding national interests. "We will do everything to ensure that the interests of Cape Verdeans are safeguarded," he said.

Moov – rebranded in 2020 from Swiss Skies – said its Atlantic Gateway concept aims to strengthen international connectivity through Cabo Verde while expanding regional links and targeting the premium travel segment.

The government added it would continue assessing potential strategic partners to strengthen Cabo Verde Airlines while building a more sustainable and competitive civil aviation sector.
