The New Caledonian government auditor (Chambre Territoriale des Comptes de Nouvelle-Calédonie - CTC) criticised the high costs per passenger of subsidies on low-traffic routes out of the French overseas collectivity in a report released on December 22, 2025. The watchdog also flagged the abuse of territorial continuity assistance programmes and opaque distribution of fleet renewal aid. The CTC recommended increased financial oversight and transparency, alongside revised, multi-year PSOs and tightening of assistance eligibility criteria.
The CTC identified the lack of a formalised strategic framework for air travel in New Caledonia as the core problem. It did, however, acknowledge recently drafted policy resolutions and the impending transfer of Air Calédonie's commercial operations from Nouméa Magenta to Nouméa La Tontouta.
